Minions not spawning

I've just watched my friends game where he started a game and the minions on the enemy team mid lane didn't spawn the whole game. Eventually when the pushed enough and destroyed the inhibitor the game didn't register it ( minimap was showing that the inhibitor is still up and nexus turrets were still invulnerable ) . He lost the game cause their mid laner couldn't farm.

His summoner name is SliCe IcE on EUW server, a game where he went 9/4/3 with Darius if anyone is interested. I'll also add a mediafire link to a replay of the game.
