[GAMEPLAY] Lux' E on Permanent Cooldown

Type of Bug: In Game Bug

Description: Lux cannot cast E  for the rest of the game (even after reconnecting, dying and changing from smartcast)

Steps to Repoduce: Cast Lux's E and spam casting it again while it is mid-air, and cast another of Lux's abilities

Expected Result: Lux's E goes on cooldown and is usable when it comes off

Observed Result: Lux can no longer cast her E, and a message pops up when you do, saying "You cannot cast that ability right now." This lasts for the entire game, and cannot be corrected.
