FPS issues

I have been playing ranked solo/duo. Usually my first game of the day i have no issues, but after that I start getting really bad FPS issues. I get down to a consistent 04 FPS while i have the usual 68 MS. I have everything on lowest quality. I have tried patching the game multiple times. I have uninstalled and reinstalled league. I have uninstalled everything else on my computer, and made sure nothing was running in the background through task manager. I also unplug all of my electronics in the house that connects to wifi before hand. I really enjoy the game and would like to be able to play the game and be able to see with enough frames to react. IF it isn't a bug with the client or server, any advice on how to improve my FPS during game would be greatly appreciated.
