Bug with buying a skin in champ select

Whenever you try and purchase a skin while in skin select you get this error

Unless Riot changed something recently, skins have not been able to be purchased while in champion select for quite some time.
I have the issue where every time I buy anthing my ip/rp shows negative instead of what it should be. like -450 ip if that's how much I should have left over. It doesn't change my actually amount but maybe this is linked to the same issue you had.
