Can't submit a report or look at my tickets

I'm having multiple issues with riot, I want to submit an issue when I got punished in correctly but, whenever I tried to submit a ticket, it doesn't work. My problem is that I can't even look at my submitted tickets, the link just doesn't work. And when I want to submit a ticket in the right sector, I can't because it tells me I need to login to the website, even though I'm already logging into the website. Refreshing the page doesn't work and I've been having this issue for quite a while now.

Furthermore, my second issue is that recently, I was playing a duo game with a friend and my friend had internet connection issues so her honour level and division dropped, despite having more than 0 LP. I understand why she was punished and yes things do happen. However for some reason I was also punished when I did nothing wrong that game. I didn't flame anyone I didn't get chat restricted I didn't go afk So why is my division and honour level getting dropped that game?
