Target champions only does not work with minions or towers.

My mouse cursor acquires a white border, but I can still kill minions when I toggle it on and use my attack move commands. Furthermore, even when there is a champion near me that I can attack, if I hover it slightly more towards the minions it will attack the minions instead of the champion. Fix please.
