[Client] You did not lock in a champion

Hey, it happens quite frequently where it's not even my turn to lock in, yet i get expelled from champ select, lose LP and i can't queue for 5 minutes because i "did not lock in my pick." most of the time it's like the client stops advancing the champion select procedure. For example, summoner #1 is picking, i don't see him lock in and his timer goes down to 0. It stays like that for a minute, then i get expelled and get queue timer penalty.

I do lose LP and have to wait a lot because of this bug. I'd say it happens about 1/10. Sometimes i get lucky because it happens early and i'm in the last pick so i suddenly see 5 lock ins at the same time and the client catches up. this bug is not new, it's been happening on and off for a loooong time (months). Not only to me. It also happens to some of my friends.
