Game having a delay

So ever since the Black Market Brawlers game mode came out, I have been playing it, but every time i would find a match, I would accept it then it would say waiting for others and no one accepted it. Then like 20 seconds later, i'm already banning champions. So basically my game would have a delay. This also would happen in game too. Not sure if it's lag or just the update. I had to restart my laptop 4 times and still no progress.
