Every Champion/Skin previously Unlocked now shows as Locked after patch 9.5 Update

So I have had every single champion unlocked for years, as new ones have been released I always have enough to just buy it instantly due to how much I play. However after updating my client with the recent patch, once I log into my account my collection shows that I don't have a single one unlocked. As well as the many skins I have.

I can still pick a champion in champ select, even though it shows them all as locked. However it won't let me choose any of the skins I have for the champion, since it also shows every skin as locked. It seems to default to the last skin I was using prior to the patch.

When looking through my collection it shows I can buy any of the champions, but I have not attempted it just to avoid bugging it out further.
