@Riot Annie Ult bugged

Hello riot thanks for taking the time to read this as the the says im not sure if it was intentional or not as i like annie i really hope not cause this would sure make her a questioned ban choice the cooldown on her ult was being triggered on cast not expiration example at level 3 ult i could cast tibbers 3 times in 45 seconds with her burst that mean no adc jungle mid support or top laner survives and with movement speed being reduced through items this is a critical flaw thanks for you time again hope to here back from you soon
