PLEASE HELP!! the client border won't close in-game and it causes trouble

I can't close the order and when I try and move it around it makes parts of the league game not show, its hard to explain, but it is not the red boarder problem, pressing F9 doesn't get rid of it. Please help because the just searching up the problem doesn't fix it, I really need help, It looks like this:
