Abilities not working

On the weekend i purchased Varus and i went to try him out.As the abilities popped up,i went and pushed "w",for his Blighted quiver,and it didnt load.A roaming light just kept going around inside the box.I thought it was something i did,so when the game ended,i went into another game with nim,and it happened again.It also happned to me about a month ago,when i got Vayne,her silver bolt didnt work,and i played her 2 more times before i refunded her.The i tried to play Ashe,and the same thing happened to her frost shot.THIS IS VERY FRUSTRATING!!!Can you please fix it,or give me a detailed way on how to fix it,or refund my riot points.

That "roaming" light means you now have access to that ability.

For Varus, your attacks now stack blighted quiver For Vayne, it applies a silver bolt stack For Ashe it applies frost

Try starting off with a different ability first and see the difference. You can also look up the champions and see what those abilities do and how it is supposed to work.

If however you leveled up those abilities and your attacks would not add the effect to your enemy then it would be a bug, otherwise it is working as intended.
