[MINOR] Quest completion timer doesn't count in base-10

If you complete a quest at the same time that the in-game clock ticks a minute instead of showing "16:00" it will instead show "15:510". It probably also happens with numbers other than 15 & 16.

To reproduce this bug:

1. Complete quest as the clock is ticking over to another minute.
