Item cooldown indicator

Essentially he talked about about the problem, but conveyed it horribly.

The new item cooldown display is very hard to read, people assume the bright yellow means the item is ready to use but don't see the tiny timer showing the progress.

Ideas: Give the timer a blue line, make the indicator the same as before, change it to a number rather than a rotary timer.
