[GAMEPLAY] Veigar's E still has 0.75sec delay after patch 5.5

Veigar's E "Event Horizon" still has the 0.75 second delay in the newest patch. According to the patch-notes it should be down to 0.5 seconds. (I don't know if the other buff (his Q) is working in the newest patch, but his E definitely has not changed in the 5.5 patch)

I think when it said 0.5 it was referring to where now the "cast" part which was .25 was removed so it feels like it is 0.5. It may have been bad wording on their part (though I was hopeful it was 0.5 for the particle --> to walls at least)
