Title: [Garen] – Some instances where garen can Q again immediately after it gets blocked

Happend to me when i was playing vs a panth with edge of night, he used his veil, I q'd him with his veil up, it blocked my q, i was able to q him again right after it went down. Hashinshin also ran into this bug with a shen, it's very unfair to opponents who are able to block the q but not get rewarded for it.
