STUCK IN LOGGING-ON PHASE.

I was in champion selection when, moving forward to the charging charachters page, i got stuck. Then i tried to relog, thinking it would have continued from the point i disconnected from.It didnt. Now i'm stuck in the "Logging-on" phase, and i cant go any further. It's like 2 hours i'm in this situation I've checked some guides on the internet, and posts written in 2012. They're not useful. HELP ME PLS T__T

i had this happen when playing on my lte connection on my phone.. when im throttled (low data) it will say loggin in... and the ... ... ... will keep going over and over but it never does.
