Inconsistency in Surrender-Window Pre-Post 20 Minutes

This bug just occurred in my most recent game: A surrender vote was started briefly before 20 minutes (19:something), and my four teammates all agreed to surrender. As expected with an "early surrender", the window stayed open to await MY vote, as it should take 5 votes to surrender. However, I decided not to vote, and something unexpected happened when the surrender timed out. The timer (bar) disappeared under the votes for a few seconds, and then, at 20:53, without my input at all, the text "Your team agreed to surrender, 4 votes for, 0 against", and the game ended. While I'm not entirely sure if this is a bug, I believe that this is certainly unexpected behavior.
