Team Builder switching summoner spells for no reason

When I put my champ together in team builder, I always have flash or TP on my D key. Everything always goes to F. Yet sometimes I will get into a team and not only will have different spells, but they will be switched around which makes no sense.

Recently it happened as I was queuing with Flash/Smite in that order. I get into a team and it's Smite/TP in that order. Worst part is I never have TP or flash on my F key. So it's not like it's accidentally referring to an old set up that I used, it's automatically switching them around.

Pretty annoying.
