Azir Fountain Turret

One time I went back to base as Azir and noticed that there was an option to place a turret, I did just to see if it work, and it did. It continued regaining health and wouldn't go away, so I couldn't place another turret even if I wanted to. Not sure if its just Galactic Azir (the skin I was using) or if it's any Azir.
