Nami passive Gameplay bug

The movement speed boost from nami's passive doesn't match the scroll over text at all. it says a minimum of 40 but last game I played early game it was giving less than 40, late game when I had 40 +36 it was giving me roughly 42, instead of the 76 the passive told me.

I usually check this while running back to lane from shop so no slows are taking place, I'm not entering or leaving combat so nothing should be tainting my tests.

apologies if this is in the wrong format this is my first forum entry so its been kinda confusing just getting this far.

so I did some testing and I noticed when someone has upgraded boots you don't get the full bonus especially with item 3117

Movement speed has 2 soft caps, one at 415 MS and another at 490 MS. When you reach these soft caps, every extra point of movement speed has reduced effectiveness.

To be more specific, once you reach 415 MS, every extra point of movement speed you get is reduced to 80% effectiveness, and once you reach 490 ms MS, every extra point you get is reduced to 50% effectiveness.
