unavoidable dodge timer

As I was clicked accept for the normal game, dread filled me when I noticed I was autofilled support, I simply hovered soraka, and boom, champ select closed. However no popup saying someone else dodged has showed up. But when I went to queue back up, I was thrown into the ban champion phase of the previous game, my team was all saying the same thing "Is this happening to you guys too?" no one was able to ban a champion. Then when the timer runs out, you punish me, and i'm sure the other players as well by giving me a dodge timer. I'm okay with the timer, if someone actually dodged. But that was beyond anyone's power to leave that mess without at least one person getting punished.
