Freezing bug after kayle and morgana rework patch applied

Hello, i got a problem that i cant seem to find any solution online and I've tried multiple things to try and fix myself

Basically the problem is the my game freezes roughly every 20 to 30 seconds and the freeze last about 3 to 7 seconds, the worst one i got was 25 seconds and yes I've been timing most of them, i have no idea where this appear from and it only appeared after i downloaded the patch.

I'm certain it isn't packet loss as well since i have an average of 15 to 22 ping and with my specs i have it set to 60 fps but can bring it up to 200 plus, but that is unnecessary

things i have done to try and fix was . update my drivers . clean computer (deleted anything downloaded in past week) . league repair bot for the client . yes i have turned off my computer and back on

my specs for my computer are as follow windows 10 intel 15-8400 cpi @ 2.80GHz nvidia geforce GTX 970 16 gigs ram

i would love to see help appear as soon as it can cause, i am lost and i dont know what to do now, Thank you

If i don't hear anything by the end of the day, i will delete league and reinstall the entire thing just to see if it makes the situation better

did some testing after with what gamemodes work,

practice tool mode is smooth (1v1) no problems that i noticed co op vs ai (beginner cause i dont want to be a pain to others) froze alot less then my normal games but mainly started when i got attacked and frequently was worse around lvls 4 to 7 urf - made me want to smash my table so hard cause i couldnt move every 30 secs and normal is about the same as urf

okay so after deleting and reinstalling the game, the bug still persists, i put my game in lowspec mode, tried vsync both on and off (dont know whats better) and it has either stayed the same or gotten worst,

but i have had a good game or 2 and i think its because of maybe the champion pool in the game of the amount of characters in game. all i know is that some games are better (still bad though) and just completely like hell

(side note - i feel like ive been reported so much now since me being useless during fights even though i have sent a msg containing my situation, some understand but i needed to test with other people just to see if i was able to improve it at all)
