Syndra is able to use her E then after the animation has passed and global timers are down she is then able to Q and still launch the projectile forward stunning a target.

I believe this is intentional. I saw Bjergsen's Syndra use it multiple times and it hasn't been fixed. I think this is similar to Alistar's WQ combo.
