Patch 5.22 notes

Dear Riot, The new tool tip and the description in the patch notes about Hextech Gunblade suggest that Hextech will give lifesteal+spellvamp for ALL damage. After testing, I've learned the healing from the item 3146 does not heal off of the dot on Teemo's toxic shot nor does it gain healing from ignite. Either the patch notes are incorrect or this is a bug.

Excerpt from Hextech Gunblade update patch notes 5.22, "By stripping out the mechanic and halving the cooldown we're looking to bring Gunblade back as a possible choice for a broader set of champions, namely those looking to heal off of everything. Actually everything."

"Actually Everything" includes Toxic Shot's dot...

I just checked in game; it does heal you from Toxic Shot's DoT, it just doesn't show healing numbers. Buy a Gunblade, auto a minion, and watch your health spike by ~5-10 every second when the poison ticks.

Well it's bad wording but damage dealt is probably defined as something that you physically do to the enemy. Ignite and other DOT's like Teemo's toxic shot or Liandry's are not dealt damage. In other words you are dealing that damage overtime. Now the Initial hit of Toxic shot is actually something your champion deals so you should heal off that, but after effects technically you are not physically doing other properties are.

My guess would be that Toxic shot is a passive ability like Liandry. Technically not something he is actually casting and just an on-hit effect DOT. His shrooms are active damage that require some form of activating at some point in time. This would be similar to Mordekaiser's ult which does DMG overtime but is actively cast allowing other items to heal from the damage. because he is dealing damage through direct activity.

Does thorn mail heal you with hexatech? How about immolate (sun fire cape)
