Ridiculous Server Problems

I just played a duo ranked game to where my friend would completely spike up to 3,000 ping every 10 seconds or so. In that same game, my fps stayed at a constant 20. I have all the visual settings on options as low as i could get them to increase fps and so results, I also just downloaded a new driver for my GPU. My friend got new internet equipment recently and was working perfectly yesterday and day before. This is NOT a problem on our end. Next game we go again and he cannot move, he is disconnected from game and maintained 4,000 ping all game. I held 20 fps once again. Enemy teams ADC and TOP lane was also disconnecting. Asked and they had same problems. Our equipment is high end and operative on any other game servers. We lost 2 ranked games due to YOUR server problems. We both lagged out of client randomly once game was over. THIS IS ABSOLUTELY UNACCEPTABLE AND WE EXPECT A REVERSAL ON THE PAST GAMES DURING YOUR SERVER MESS. Inform the community when server issues come up and take down servers. Your carelessness is incredibly frustrating and I have gotten many responses to this issue with many of my friends who have stated they have experienced the same issue. Compensation is in order.
