Can't enter Ranked Queue

I am unable to enter the ranked position selection at all. Had another friend test it and he has the same problem. Patch 6.21 OCE Just sits on loading please wait and then returns up to home.

I can't enter ranked either. For me, though, it's saying I don't own 16 champions. Technically it is correct, because I own 93....
