I can't purchase 4800 Champs even though I have exactly 5066 IP!

I try to purchase but its says it 'You don't have enough RP/IP' even though I do! I try to purchase different champs, its doesn't allow me either, I tried restarting league multiple times and even restarting my computer, but it still doesn't work please help riot!
