[GAMEPLAY] Annie - Stun doesn't stun consistently when using tibbers to activate

On when you have the stacks for the next offensive spell to stun and use tibbers to stun them and then combo them the stun doesnt always happen even if tibbers is right on top of them. This kind of bug will make or break a team fight when you dont know whether the stun is going to work or not. Please fix rito
