Yasuo Q does not stack Guinsoo's Rageblade passive

Yasuo's Q ability says, "Steel Tempest is treated as a basic attack", but does not stack the Guinsoo's Rageblade passive which says, "Basic attacks grant +8% Attack Speed, +3 Attack Damage, and +4 Ability Power for 5 seconds". I'm not sure if this is actually a bug or if it is working as intended and there is not enough clarity for the interaction.

Because is Q isn't a basic attack.

To clarify a little further, stacking Guinsoo's Rageblade is considered an "on-attack" effect, not an on-hit effect. To put it simply, the difference between the two is that on-hit effects will trigger off of basic attacks and certain abilities, while on-attack effects will only trigger off of actual basic attacks.
