No hextech keys drop [Bug?] Support couldn't help.

Got LoL break, so month key drop limit should reset itself. I have progress on Honor System (just lvled-up to lvl 3, support didn't notice any problems with my behaviour). I got 2 fragments after playing 2 games (1 after 1 another I mean) and than i started to play like at least 5 games everyday and still for few days of playing I didnt get 3rd fragment? Like how? This system never worked in that way, as usually drop rate slightly decreased, and now it's nuts.
