Blitzcrack pull does not work?

I've noticed this recently but when Blitz lands a Q on an enemy it will connect but not pull the enemy to you. This occurs when the enemy is Cc'd . I've noticed it most when the enemy is charmed by Ahri , i'll throw a q at them and the Q will land but not move them anywhere. Almost like they're "Spell shielded". The damage goes through but the actual ability will do nothing.
