Unable to increase Honor level

I am honor level 3 no checkpoints. I haven't increased in months, but i am getting a lot of honors and getting a lot of Key fragments for higher honor% than average players etc. But still no checkpoints. Where'as a friend of mine who has played a lot less of season 8 than me ( he is 30 levels behind me ) is now honor 4. He is more toxic and receives less honors than me, this is obviously bugged/broken in some way.

Note: I have never been banned or penalised for toxicity/inting ect.

Exactly this! Just for completion i am honor 4 Checkpoint 2 now. Also never received a penalty. But my honor Progression just doesn't make any sense to me. I play roughly the same amount of games per week and get probably about 1 honor per game on average (sometimes none sometimes more). So my Progression at the start to level 3 Checkpoint 3 went, what felt fairly linear. then i was stuck there for at least a month. Then i finally got level 4 and continued to progress checkpoint 1 and 2 rather quickly (about 2-3 weeks for both i think). And now NOTHING again for at least 3 weeks. Just seems completely random to me...

Even though you're receiving honours, the system checks your chat logs to ensure you're being neutral / positive, if you're leaning negative, your honour progression will slow.
