[GAMEPLAY] Shop does not open In Game

Shop does not open In Game. I tried it in both ARAM and in Practice Mode, and in neither was I able to open up the shop. I tried:

• Pressing P
• Clicking on Merchant
• Clicking on the Gold Count below items.
• Restarting Game and reconnecting.
• Resetting hot key setting to default.

So far I cannot play any games because of this.
