fiora combo not hitting or not supposed to be a combo?

So I noticed this a couple times I have played with Fiora in some ranked games then I got some friends to test this to make sure it wasn't just a random occurrence. But it seems like Q to one position then W to the moved position doesn't seem to be hitting in the re-positioned hit box it shows on screen. I'm pretty sure it's supposed to hit if this combo was put in there on purpose.
