[BUG] Gragas only has 3 spells! Pretty broken

This is pretty annoying. Was playing a normal and I went top lane. Used my q and it randomly disappeared. Thought it may have been a graphics glitch because the icon was still showing that the barrel was still active. I tried to explode it but nothing happened. It timed out like normal

But then I couldn't use it. It kept on saying '0 mana, 0 sec cooldown'. And it did nothing. Leveling the ability did nothing, dying did nothing, resetting my client did nothing

Pretty broken. Especially since Gragas is such a high priority pick in pro play...
