When condemning hecarim's E, the damage and knockback are applied even though the two characters come nowhere near eachother.

few other buggy looking condemns in the video if you watch the whole thing.

That's intended. You cannot avoid the damage of Hecarim's E by knocking him back or flashing away, the damage gets always applies because it counts as an auto attack.
