Diana Hunter's Talisman does not work with her passive

It's all in the title, Diana's passive does not proc hunters talisman on any camp except for the enemy you are auto attacking. This is the third post of this nature, with the oldest being 2 years ago. Just wondering if this is an intended mechanic, or if you've never actually known about it after all this time. Hopefully it's nothing serious, thanks!
