veigar E stun isnt working on pbe

in a game i was playing we had a veigar support, around lvl 3 he got his stun and tried to all in the bot lane. it was at that moment he saw his stun didn't do anything yes they did have an olaf but everyone else walked through his stun, unless nami and riven had an olaf ult sort of ability (not liley they would). veigars stun wouldn't work on at any time of the game and no dont be like it has a delay both teams clearly saw the visual effect of the stun(the big pillars that appear) but they just walked through it like it was nothing. and just a little side note he was using the final boss veigar skin
