Gives me a Dodging queue when the client glitches and freezes during Champ select.

Every time i finally get into a game, at some point during champ select it freezes and kicks us all out of that match. Then when i go to re queue, it gives us a dodging penalty. I know a ton of people are still having this issue and its not on OUR END. It is on RIOTS end. this needs to be fixed soon right?
