Ever since Server change, some actions don't register at times

I don't know if anyone else has been having this, or if someone posted this before, but ever since the server change whenever I try to play the game at times will just "freeze up" for me but everything is still going and my ping is still 16 but no actions will register. I live in the area of the new serves so I mean its not like its on my side really. I've never had that problem with games before and everything I've played online works fine. It's just recently with League that this has been happening which has got me killed or my team-mates killed a few times during games.

Also, nothing is running in the background and I have a high-end computer. Running the game on Very-Low also doesn't help (Gave it a shot just in-case).
