Losing Re-rolls in Aram

I joined a room for ARAM alone decided i didn't like the character it gave me so I re-rolled. After i re-rolled someone decided they wanted to dodge and im not sure if this is a new feature but i lost my re-roll not once not twice but three times. I just wanted to know if this is a bug or a new feature for the game because its getting increasingly frustrating.
