In ARAM Matchmaking queue for 22 minutes and counting...

I figured I would try playing a game since all the matchmaking problems from earlier today are supposed to be fixed, but I still seem to be having the same problem. I've been sitting in the ARAM matchmaking queue now for 22 minutes. The client says that approximate wait time is 45 seconds, but that is obviously not the case. I'm playing on a smurf account where I am only level 12, but on my main account, I'm only silver V, so my MMR can't be nearly high enough for the client to struggle this much.
