[GAMEPLAY] Xerath Q (Arcanopulse) games ping skyrockets.

I was playing a 5v5 with Xerath using flash and ignite. I was using the Runeborn Skin. When I cast my Q (Arcanopulse) my ms would climb very high. Normally my game rest at around 40 - 50 ms but when I cast my q with in the first .5 seconds I would already be at 1000. A full cast would get me in to the 3000 ms area. When casting I could no longer move Xerath with right clicking. Also it would delay when I let go of my Q. If I let go of my Q around max range it would lag enough to make it not cast. For a few seconds after casting I would still have a high ms of around 1500 - 2000 ms. I have noticed this problem happening with Varus' Q (Piercing Arrow).

This bug happens 100% of the time when I cast my Q.
