Well there are some changes to lucian's ult in the recent patch. I would like to report a bug that lucian's ult get no multiplier to minions. There should be a 400% dmg multiplier to minion but in fact the dmg of the ult bullets still the same when hitting minions. 
Same thing happened to me, only killed 3 minions per wave with an ult, makes his ult almost useless because you're supposed to mainly use it for waveclearing minions.
Was just about to leave a comment myself. A mage minion was able to take 700+ damage before dying. Very obvious bug. [zombie-nunu-tears]
Yea can confirm....its really annoying and Riot hasnt even announced a fix
