[GAMEPLAY] Ekko Q with 45% CDR sometimes does not hit anything.

If you're playing ekko and reach the 45% cdr cap and immediately Q as soon as it comes up (after q'ing the first time) it does not hit anything on its first pass through. This can be recreated easily by obtaining 45% cdr and casting q twice in rapid succession. This happens every time you cast Q as soon as it is up. It can pass through minions, champions, and jungle camps without doing damage and severely limits 45% cdr ekko builds.
