[Gameplay] Twisted Fate Statikk Shiv working on towers

1. Have Statikk and have a skill point in w
2. Activate w and choose any card
3. Attack a tower with minions or an enemy champ beside it.
4. Statikk will proc. Also, the percentage will not go down from 100% after it is used on a tower. So, whenever Twisted Fate's w is up he can deal extra magic damage to a turret. This bug has been working for awhile now so I decided to finally post about it. I first discovered it on the pbe but found out it was also on the normal client. I also found it while playing arurf thinking that it was an exclusive bug to urf; However, that isn't the case.
