I'am telling you maybe you will have different luck as support staff members and results are luck based thing from my experience. But in short they told me what you can see above you did not send ticket sooner so no free transfer although first response is ''we wish we could help you but the transfers are down'' then this...

They are not giving away FREE transfers don´t fall for it, it's just a lie, all this time we were waiting for the transfer service to be back online and not even a discount. If you contact player support they'll give you any kind of excuse so you don't get anything, happened to me and some friends who were also waiting all this time. So "thanks" Riot, note the sarcasm involved in that.
