bug Vel'koz ult

on the howling abyss i had Vel'koz ult go on CD just prior to receiving a death. death timer was shorter than the CD of ult. upon respawn my ult showed refreshed and usable. trying to activate the ult no longer worked after this point. swapped hot keys and even attempted click activation in the hud. was no longer able to use the ult. since this happened during a timing issue it may be hard to recreate.
