Low Priority Queue Bug.

Hello, So i haven't played league in a while and I'm trying to start up again. But every time I try and queue since i have a low priority i have to wait 20 mins, But the problem isn't that I have low priority queue. It's that every time i wait like 1-15 mins the queue restarts itself. Like let's say i wait 15 min in queue. It would restart back to 20 and when I'm done it would say 35 min or something but then it would not queue me up. I read other posts and apparently it was supposed to be patched but i have waited at least 2 hours trying to wait the 20 mins to get in a game. Any help would be nice.
